Thanks to HB 2045 – Arizona hospitals and other health professionals must now disclose their cash prices to patients – helping them compare prices when paying out of pocket.

Barto on Obamacare Med. Expansion

“Prolife All-Star”: Arizona Ranked 5th Most Prolife State in the Nation

  Arizona jumps 9 spots from 2011 ranking in Americans United for Life’s “Life List”

PHOENIX – Life is good in Arizona – and protected – according to a report released today, which ranks Arizona the fifth most prolife state in the nation.
The national prolife organization Americans United for Life (AUL) moved Arizona up into the top five, nine spots higher than its ranking from 2011. AUL also dubbed Arizona its “2013 Prolife All-Star.”
In their report, AUL cites legislation drafted and supported by Center for Arizona Policy (CAP) as the rationale for the improved ranking.

Kids and learning – it’s not miraculous

“I have an 8-year old in third grade, and she’s doing great,”  said an excited African-American mother whose child was a recipient of one of 2,666 education scholarships.  “It’s miraculous the way she has changed.”  It really wasn’t a miracle – it was opportunity.

When students in failing schools are given better options, guess what?  They excel!  Just last week, in fact, Brookings Institution researchers’ released a much-anticipated report proving the fact.  The study tracked African-American kids in Albany, NY – chosen at random by lottery – from Kindergarten through college.  The lucky kids chosen to receive education scholarships to attend a private school were 24% more likely to attend college than those who were not so fortunate.  And at less than half the cost!  They tracked 2,666 students out of 20,000.  Read the study here.

Arizona, unlike New York, continues to expand students’ learning opportunities – especially for kids trapped in failing schools and other at-risk students.

But options alone are not enough!  If we expect college-ready high school graduates, we must raise our standards beyond the requirement that students pass a minimum skills 10th grade aims test!  Our 200 year old education model is leaving U.S. students in the dust –  below the OECD average. The solution to health care is not a trillion–dollar government takeover.  The solution is to give  consumers and healthcare providers more power, more control, and more choices.

Competition that drives efficiencies and effectiveness in other economic sectors can have the same effect in the health care system, if given the chance to work. [Read more]

E-health records – help or harm?

Like everything else, your medical records are going viral.

To hasten the move from paper to electronic systems, the Federal Stimulus bill earmarked $23 billion  in incentive payments to health care providers.

Payments are flowing to qualified health care providers – hoping paperless systems will bring cost efficiencies to the health care system and help doctors improve patient outcomes.

But will it?  The e-system did not help baby Genesis Burkett of Chicago.  It led to her untimely death.  [Read more]

Bio-ethics legislation will be the focus this Wednesday when Sen. Linda Gray and I will hear two groundbreaking bills in our respective Senate and House Committees banning human cloning in Arizona (HB 2652) and ensuring informed consent for human egg donation (HB 2651) .  

Protecting human life and arming women with adequate information is critical as bioscience industries march full steam ahead without clear ethical guidance. 

Tort Reform.  The agenda also includes an important Tort Reform requiring the courts to raise the standard for expert testimony (HB 2492).  The change will lower the rate of frivolous lawsuits by strengthening the integrity of true experts who testify in malpractice cases and keep non-expert witnesses out of the mix.
